U.S. Department of Veteran Affairs – The Declaration of Independence and the first Revolutionary War benefits act were both approved in 1776. After declaring independence, the Second Continental Congress addressed support for soldiers wounded in service.

Of all the Revolutionary-era benefits laws, the August 1776 pension resolution was the most significant. It expanded on the ideals of the Declaration of Independence by establishing the government’s responsibility to support soldiers wounded in service to the nation.
